PCGS Restoration fees

I was ready about the restoration process. I'm confused on a couple things and was wondering if anyone has used the service. I have a couple questions concerning the service.
"Returning coins to their natural original condition is the purpose of the PCGS Restoration service"
Does this mean that the coin might be possibly dipped to achieve this?
"Coins that are restored will be charged 4% of the value of the coin in its final grade (or a minimum fee of $25). This value will be determined using the PCGS Price Guide or Declared Value."
I presume this would be the value price of the numerical grade should the coin receive one?

Not worth the risk or the money. Crack it, acetone bathe it and show us what it looks like.

Thats what I was wondering Lance. I don't care what kind of toning it is, if dipped, it's gone. I don't mind proper conserving but if the coin gets dipped during the process, it just turns in to a low grade ms coin. I think I'll just throw it in my coin cabinet and give it an acetone bath one day. Thanks Lance!
