What is "Cloudflare" and is it now legitimately involved in this website?
I tried to send a PM and got a Cloudflare screen. I'm confused.

My great grandfather used to light some kind of flare on the 4th of July in the 40's and the whole family would sit and look at it - sort of a sustained firework. This is probably something different.

As you have seen:
1) the forums were a little sick earlier
2) the cacheing part of the site does not help when you need the site to interact with and to interact with others.
At least when you see the cloudflare message you will not think you were bammed.....
