Why can't you use a chop marked Trade Dollar in most Registry sets?

That is, if it's given a grade?
I have a one and only one T$ that is has two chopmarks and is PCGS graded.
I was thinking about starting a Registry type set.

I guess I should just say that I wish graded, chopmarked designated T$'s could be included in theses sets.
