I don't think it meets the standards. It mind boggles me how some cards are a ten and how some aren't. Buy the card, not the grade.

It absolutely meets the 60/40 allowance that a 10 is given. It may not have the desired appearance of other 10's, but no question it is better than 60/40 l-r.
