OT: Anyone else having a problem with Paypal

Just curious if anyone else is going through an issue with Paypal. I tried sending money via "send money to a friend" yesterday and today and I get a message that
reads "Sorry, this recipient can’t accept personal payments". The recipient in this case talked to paypal and they say his account should have no problems accepting payments.
I then talked to paypal and they told me after 15 minutes of checking that "it is a system problem and should be fixed within 24 hours." I got the feeling Raju was just trying to
get rid of me. So 24 hours is up and still not fixed. If you've had a problem lately this could be why. If you've had success sending paypal gift in the last 24 hours I'd like to know.
