i need some help with icon pictures

how do i resize a given picture to under 10k without thoroughly distorting it beyond recognition? i have that problem cause the pictures become super tiny, and i cant even tell what they are anymore. ive seen people with great normal looking pictures and i would love some instruction on how to do it. also, how do i add a link or a picture to my signature line? i dont see how its done. thanks in advance, josh
