    According to information in G.W. Kienast's "The Medals of Karl Goetz," Volume III was very critical of Kaiser Wilhelm II. The Imperial courts had forbidden the publishing of this volume until 1918, but it only came out in 1921 after the Kaiser had been banished to Holland. The inscriptions on the medal comment on this. The obverse states "Bismark's trust to the German people," while the reverse reads "Not for you Germans." Emperor Wilhelm is seen watching and hiding under Volume III.
