What is this seller trying to bypass here?

I think it has something to do with eBay rules. If only 1 bid at 0.99 seller is not obligated to send the archives cards just the grab bag of junk. I believe it's a rule by eBay to mitigate the gambling factor and ensure a bid results in a product actually being exchanged for payment.
