PCGS Secure laser database

Maybe I'm misunderstanding this:

They say that

and that

I assume that they mean that they can compare the laser scan and image to the database. But wouldn't that assume that the lost or stolen coin was also submitted for Secure service? That's not necessarily the case and probably would not be the case.

I would think the more likely value here is that the coin could be positively identified if it was stolen and recovered by police?
