eBay buyer to watch or block

This bidder places a high bid on one of my coins 6 days ago (7 day auction). He then cancelled his bid today with just 12 hours and a few minutes left in the auction, just long enough so I can't end the auction early. His reason was "Entered wrong amount", he did not enter another bid. The current bid is 1/3 of what it was an hour ago and well below market price. I spoke to eBay and they flagged his account to see if he has done this in the past. I wanted to end the auction early, re-list it and explain why to the legitimate bidders but eBay won't allow it.

Yeah, that bites.
I always thought Ebay should require bidders who claim "entered wrong amount" to have to resubmit a new bid, at the "right" amount......not just get to cancel the bid.
That part never made sense to me. If they entered the wrong amount, then logic dictates they would revise their bid with a correct amount....but that never seems to happen.....so It is clear that the bidders typically are lying about their reason to retract a bid using that reason "entered wrong amount".
......I collect old stuff......
I have no issue with a bidder placing a bid and doing a quick retraction. In the case of the op, the bid had been up for several days and the user pulled it at the last possible chance. Could be a case of bid shielding to protect the second high (now high) bidder.

The auction in question is a 1966 non SMS MS66 Lincoln.

1. Login into your eBay and go to your “My eBay” page.
2. Go to My Account, then select “Site Preferences”.
3. You can see Selling Preferences option, then Buyers Requirement, click Edit.
4. In the Buyer Requirements, you can see “buyer requirements exemption list” option and click it.
5. To set up a list of bidders/buyers who will no longer be able to bid on, or purchase, your listings you can click “Add an eBay member to my Blocked Bidder/Buyer List”.
6. You can block up to 5000 User IDs. To block a member, enter the member’s user ID and click Submit and to remove a bidder/buyer from your blocked list, just delete the User ID in the text box and click the Submit button.

There is a list for blocking buyers on eBay .. just add their ID in your new block list.
