Yes, they are in both series. I believe the first 5,000 were in series 1, the last 5,000 in series 2. There is MAYBE one per case. I have some extras if you are looking for a specific one.
And there's one less Barry Bonds Elite than originally printed. As a kid, I got one in a pack and then after mistakenly stepping on it while running to tell my brother, I picked it up in a fit of rage, wadded it up and threw it in the trash. So only 9999 of those out there.
Thanks for the responses. I had a chance to pick some real cheap rack cases and was just wondering if there was any chance to find any Elites. Sounds like it's not really worth it.
My understanding is that they are inserted into wax packs only. Of course, both series though.

I have pulled 2 different 91 Elite cards over the years. I once got a Bonds many years ago. A few years ago I got 7 boxes from a guy at a show. He said he had bought a case and had already pulled an elite card from one of the boxes. I didn't know what the odds were for these so I bought the boxes anyhow. I ended up pulling a Matt Williams out of one of the boxes. So two came from that case unless the guy was lying. Either I got real lucky or they were inserted at a totally random rate. At the most I may have opened 12-15 boxes of these total over the years to pull the two.

I would think they would be too obvious to spot in racks.
