Anybody know why PSA won't grade '91 Topps Cracker Jack minis?

I've tried getting these through a few times and they refuse to slab them. They have no problem slabbing the '92 Donruss Cracker Jack minis. Any ideas?

According to the 2009 Standard Catalog of Baseball:
In their first issue in almost
10 years, Cracker Jack inserted
miniature cards (1-1/4"
x 1-3/4") as the toy surprise in
packages of the famous snack.
The company produced two
36-card series, portraying
many of the top stars in the
game. Card fronts are identical
to the corresponding regular issue
Topps cards, but the
backs are significantly different
because of the small amount of
space available for statistics.
The Cracker Jack sailor logo
appears on the bright red
backs, along with copyright information
listing Borden,
Cracker Jack’s parent company.
These are sometimes found
on 2-1/2" x 3-1/2" cards bearing
four different of the minicards;
these were cut from
sheets illegally removed from
the printer.
Edited to add: I guess this brings into question, if some of the single cards may have been cut down also.

That might explain the 4 in 1's, but not the individual minis (unless they can't tell which were factory cut and which were cut from the illegal sheets).

Got it. Interesting info, BTW. I was unaware of the history of those and guess that means I should move my 4 in 1 from the 'Food Issues' section of my Larkin collection to the 'Unauthorized/Misc' section.

Excuse my ignorance but what happened to make it "illegal" to remove the sheets from the printer?
