Please explain this psa wax pack auction to me

It's a PSA 9, with a population of 2, and no PSA 10s.
It's all about the Registry, is my guess.
The number one wax pack set that includes that date
only has an 8, so he could've been one of the bidders.
And with PSA putting the brakes on grading wax packs,
the pops could remain this way for some time.

Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
