Seems we are due for a Churchill Crown update that involves participation:
I looked at the PCGS pop report of this coin and 68 have been graded with 14 in 65 and 38 in 64. PCGS has not graded a business strike higher than 65. So my questions are simply this-
If PCGS graded a 66, what would be a fair value for such a condition rarity?
I will add my commentary and support my thoughts with some other examples in an effort to support my thoughts.
The one question that remains problematic is the potential of a high grade population that could still exist somewhere. I suppose that question could be answered by the way these were handled by the Royal Mint (I am not slamming the Royal Mint-just commenting on the difference between the view of quality today verse quantity mindset which existed in the 1960s).

Are these legal tender? Seems you can buy them for a fraction of face value.
