New collector question :Buying wax packs online

Hi, I am new to collecting and here but have been buying wax packs online the past month with no luck. Most of the packs are OC or corners are damaged. And I dunno if the packs haven't been opened or not before but does anyone know any legit ebay sellers? Also should I just buy psa graded packs? And finally if one pack in a box is off centered does that usually mean they all are? thanks.
