They're some sort of proofs. I work at a newspaper and we print in CMYK: cyan (blue), magenta, yellow, black. As you can see, these colors are isolated on the various cards. I see a C only, an M only, an M &K, a Y only, among others. There is no book value for something like this, and VCP wouldn't be any help as this appears to be the complete proof/test set for that particular card: a truly one of a kind card lot. Their value is whatever somebody (presumably a NYG collector) is willing to pay for them. Not sure this helps, but I hope it does.
The 2 furthest to the left in the bottom row are the only ones that appear to have used all 4 printing plates. And it appears that after they got the front right, they printed a second one with a back. Very cool items. If it was a player or team I collected I would be very interested in this lot.
Edited to add: there might be 2 missing from the lot. I don't see a C&K or y&k variation. Seems reasonable to think that they would have produced those combos as well, but it's not absolutely necessary to the printing process, so without knowing how Topps operated their presses back then, I wouldn't be able to say for sure.
I agree that they are Topps Proofs. On eBay, THETOPPSVAULT was selling these about 5(?) years ago. I bought a few commons. Don't remember what I paid, but don't think it was much more than $10.00 per card, if that.
