3.24 grams heavy 1962-D Lincoln cent. Out of tolerance?

I've got one here that weighs 3.24 grams. Within tolerance or out?

    The composition of the cent changed slightly in 1962, however I do not believe that this change affected the weight in any way. The red book says it should weigh 3.11 grams. and most of them are 3.10 to 3.12 grams and yes that is quite a ways out of tolerance. I do not know off hand how much tolerance percentage is allowed, but it isn't very much at all. That is 4% off and that is way too much. Perhaps it was struck on a foreign planchet? Guess I'll have to start weighing all the 1962 cents now. I still weigh all the 1983 cents searching for the copper one.

    Just curious--why would you weigh a 1962 cent? Do you weigh all your change?

    Official weight 3.11 grams with an official tolerance of .13 gram, so it is just within the upper tolerance.
