Minimum Production for Set Registry Competition

I've heard that cards with a limited production such as a 1/1 can't be entered into a competitive set on the registry. I thought I had read somewhere that it needed to be three or more to qualify but I've not been able to find it on PSAs website. Does anyone know the answer and preferably have a link?

Production of 5 or greater can be entered as an official part of the set. Production of 4 or less can still be listed, but as an optional part of the set, not counted toward the completion percentage, rating, or rankings.
