What is this? (ancient)

As I dig around my accumulations for the past 12+ years I am finding a few oddities and things I have no idea what they are or why I have it. This falls under both.
I have two ancients I know why I bought them (one has a lion and one has a tiny sighthound-dog), and one I can guess (and I wisely kept in the flip LordM sent it to me in, so I know what it is).
This one completely escapes my memory as to what it is, when I got it (was it a gift and I'm awful for not remembering???) ? Ugh. If anyone can enlighten me to the identification aspects I'd appreciate it. Maybe it'll remind me of the 'how' and/or 'why' once I have an idea as to the 'what'.
