'71 wax pack & PSA pack question

How in the world do people bid on a pack like this? The seller is basically admitting the pack could be fake, that the gum is broken, etc.
It raises a question. Now that PSA won't encapsulate most wax packs, will they still have Steve authenticate for a fee without holdering?

I just returned a lot of 4 77 packs to a guy who claimed he had them since childhood. When I get them, I see right away they are handiwork of resealer tbine as he bought a roll of wrappers and created his own wax roller lines with a brush. Opened one pack to confirm none of the cards were in correct sequence and all have been handled. Once in a while, you get legit product from someone who is being truthful (like the 1980 packs I recently bought in which the Henderson card I pulled was from) but ebay is an absolute minefield for raw wax these days.
