Gold panda help needed

I have purchased a few 1/10oz gold panda coins as a way to invest a little money in gold. I have noticed that the collector value is usually a bit more than the actual gold value so I began looking on ebay at some of the older panda coins. I saw that some of the coins still mint sealed had a small piece of white paper with what i'm assuming is chinese characters on it sealed in the plastic with the coin and some did not. I can't find any information on why some have the white paper sealed in and some coins do not have the white paper sealed in with the coin. Could someone please let me know whats going on with these coins, what the pieces of paper are and why they are in some sealed coins and not others.

I believe there is usually one paper sealed in one of the plastic coins on a sheet. In other words only one coin per sheet has the paper in the plastic. I may be wrong but I wondered that too and noticed it that way more than once. Look at a sheet on eBay and see if you can confirm that.

That makes sense. I couldn't figure out why some of the exact same coins would have the paper in them and some wouldn't. I had not seen a full sheet of coins like that.
