how do 2nd chance offers work

So, I went pretty strong after a few auctions. Lost every one to a zero feedback user. It struck me as fishy, and a way for a seller to get the top dollar that anyone was willing to pay, if it works the way I think it works. I bid 15% higher than I've ever seen one go for.
example:
A. I bid $20. zero feedback guy bids 1 million dollars. Next highest bid bids $5. Seller, says, hey, zero feedback guy didn't pay, do you want it for $20 ?
Or
B. Would I get it for $6 ?
Kind of sucks if the answer is B.

I also said "When I saw a 0 feedback user won it, along with a couple of your other auctions I was interested in, it was even more disappointing. I feel for you if somebody screwed you like that and threw really high prices on these nice auctions you had listed. Unfortunately, it looks very fishy, and I can't pay the xyz for it. I would be willing to pay x+1 which is one dollar higher than the bid below me, but not my max bid amount, since the only bid that was higher than mine, was the zero feedback bidder. I hope you can understand. Again, if you can offer it to me for x+1 I will take it, otherwise, I wish you luck on any future listing of the set, but I will not be bidding on it."
I sent this because, I am very interested in what he had to sell, but I don't like dealing with people who I think may be trying to pull a scam. Was I too nice, giving him the benefit of the doubt ? Or does it look like I'm accusing him of trying to pull something over on me ? I'm not sure I mentioned it but all 4 of his "unique" auctions got really high bids from the 0 feedback guy. Two of which were WAY higher than any previous auction I have seen for something similar. The other two were won by people with wildly aggressive bids, again 15-25% above any price I've seen before and they outbid who else, The zero feedback user.
