You can also tell if you are eligible by looking at the ebay bucks reward for a listing that is eligible.

I never get them on my active account, but on the inactive one. Opening a second account is a good idea if you have not already.

I wondered why I was outbid so often on $5 and $10 gold yesterday. I was stuck with standard ebay bucks while others could bid more aggressively.
