PCGS Restoration

So I have a Proof Quarter in PR67DCAM. The coin does not have a lot of hairlines, but does have a couple of small milk spots. If the spots were not there I feel like the coin would grade a 68. Has anyone sent a coin into PCGS for restoration for this type of issue and have the coin upgrade one or more grades.

The PCGS fees plus shipping and insurance would cost more than $60. Not worth the gamble, IMO.
