PSA Set Registry Top 200 vs. 250

Can anyone explain the difference in these two registry sets? I assumed it just added 50 cards, but I notice that a few cards are taken off the 200 registry and are not included in the 250.
Examples: 1992 Mike Piazza Fleer Update is the in the top 200, but not the top 250. 1990 Sammy Sosa is in the top 200 and not the top 250.
I am missing something in the description maybe, but it just seems strange to me.
I also wonder if they will ever adjust this list. A-Rod could probably be taken off. Manning is the last card in the football list. Seems like Brady would be added somewhere.
