Shipping one rack pack

I am looking for your opinion on the safest and most cost effective way to ship one rack pack that is not very expensive? For example a 1981 Topps Baseball Rack pack. Do I fold the cells together back to back, wrap in bubble wrap, and ship in a bubble mailer? Thanks
