An 8x10 is snug in the 8.5x12 mailer, especially with a piece of cardboard. I usually ship photos in a top loader and a piece of cardboard and I have never had a problem with the Kraft mailers.
Value Mailers has free shipping. Factor that into your costs. Also, they have a better quality mailer. I have used them and Royal Mailers, and have found Royal to be quite flimsy. I prefer a stiffer mailer - less room for things to get bent.
