Is it OK for the back card to be face out on 76 cellos? Also idid they use 1975 wrappers in 1976?

Yes, it is not uncommon to see the back card face out on the back of a cello from the mid 70s. In fact, ALL 1973 cellos should have card face out on back. I would not categorize such a 76 cello as an "error" cello, or even a miswrap, by any means.
Topps changed the cello wrapper in mid-1975 (product code ends in 5) and continued to use the same wrapper throughout both 1976 and 1977, as card count remained at 18 during that time. The cello wrapper was once again redesigned in 1978 to coincide with the card count change that year to 21 cards per pack, as well as the price change to 30c a pack.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
