Shouldn't PSA slab cards they return ungraded as ”altered?”

I got to thinking about this because in my recent order I had a 1971 Topps Terry Bradshaw returned ungraded. It had been recolored on the red borders by some previous owner. Wouldn't it make more sense for PSA to slab the card so that the owner doesn't resell the card as if it were Nm/mt? Since I will not be selling the card anyway, I would rather see it described and entombed.

The 63 Mantle was undersized. The 86 Fleer Jordan was deemed to be recolored by PSA and BGS(even though I could not see it)

I do request cards to be holdered if they can't receive a numeric grade, and I like how they seem to be labeling the flip if the card is recolored. >>
PSA decided card was trimmed, not miscut or minsizrq.
I have had cards come back as miscut that were near perfectly centered and resubmitted them and got 8's so the card may not even be trimmed, but that's what the grader(s) determined (that day).

In my experience, "miscut" is totally subjective. Every one I've re-subbed has been graded. Min Size seems a little more objective, I haven't re-subbed any of those.
