Not to be a smart arse...but that is something you should ask the voters! That would be a good question to them...because it is indeed one of their inconsistencies(of many inconsistencies).
My personal preference is I don't care either way, and wouldn't hold it against any of them...unless they were dealing to kids or something(which they weren't).

Biggio was absolutely a high level player from 94 through 99. His three years as a catcher and first two years as a second baseman before that was close to All Star level. Then he was still above average every year from 2000 through 05. He hung around forever because he was still a good player.
That is nothing like what Brock did -- clearly far below Raines

He had a nice career but in my book not the dominance that is a hall of famer.
He was not. He went to rehab at a very early age. He had no known relapse.
