1990 Topps Rick Wrona - what is this and how does it happen?

I ripped some boxes of 1990 Topps baseball today looking for blackless cards and came across this, seemed odd. It's almost like the 'A' was fully printed but then somehow there was an additional light blue circle with a black dot printed on top of it. The handful of Wrona cards that showed up on google and ebay don't have it. It's not a one-off because I pulled a second Wrona from the box and it has it as well.

Is this a variation? Anyone have any?

    I'd say classic fish-eye print dot.

    Sometimes they appear in spots like this one that have you make a double take.
    Always looking for 1993-1999 Baseball Finest Refractors and1994 Football Finest Refractors.

    Not sure that is a print dot, but a problem that the stripper failed to correct.

    A press printer would know more.

    Not sure I understand. Do you mean the tattooed stripper has too much ink on her?

    The first is the paper quality. The paper has some kind of Defect in its top layer like uneven gloss etc

    The second is paper s dirty. Dust or other particles get on the paper.

    It's never caused by the printer it is always the fault of some kind of defect or pollution on the paper or whatever something is being printed on

    Sometimes, ink just ends up places... Doesn't mean that there's anything wrong with it.

    I recently pulled a 1973 Topps baseball Stan Bahnsen card with a gap on the left border. Apparently, this is a tougher variation of that card. Is such a variation random throughout the printing run or an actual printing plate error that was corrected at some point?


    Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
