Did anyone notice the new fees on packs? WOW!

1972-Present $ 35 (Value $250/up)------1972-Present $ 14
1972-Present $ 14 (Value $249/lower)
Not that I submit a ton of packs, but, this seems pretty significant to me.
Is there a reason for these new EXTREMELY HIGHER rates?
