die test strike characteristics?

I have a 2004-P Iowa quarter from a mint set that is weakly struck mainly around the rims of both obverse and reverse and I was wondering if this is more likely to be filled dies or a test strike or something else - not really my area.....?

    Have you put it on a scale....might be what you mentioned or might be a light planchet.

    filled both obv and reverse? I thought a characteristic of a test strike was light striking around the rim on both obv and reverse?

    If the reeding is full and normal,
    it's a filled die, or struck thru grease,
    in all probability.

    The reeded edge would be much
    weaker if it were a DAS -

    (die adjustment strike)
