Is this strike doubling or ???

I found this 2003 P Sac years ago in a mint set and marked it as strike doubling or DDR and tucked it away. I was cleaning out my safe and rediscovered it, so I thought I would post it here for the forums opinion. Sorry for the glare, but I don't have the best set up, especially for small details. Area in question for me is the wing tips, stars, and "United States of America" and a bit on E Pluribus Unum. Id be leaning towards some kind of strike doubling, but what do you think?
