Centering standards very lenient for top card of cellos

Does anyone have any graded cellos that could show with off centered top cards, yet still grading an 8 or 9?

I recently purchased an '82 Topps cello with Ripken on top. The wrapper is tight and nicely sealed, but the Ripken card is probably about 85/15 l -r. Can this really grade PSA 8?

For a PSA 8 the top card has to be 90/10 or better
