the blob is heavy acid treating. It micht help to soak the coin in hot water and baking soda for a day to help neutralize the acid and reduce the appearance of the blob.
soaking the coin will also help stabilize the acid treated areas and reduce the future corrosion that will occur. Of course don't touch it with your fingers after soaking if you do so and rinse well. I like the coin I want one my self thought I had one but it was a no go.

I've seen one in an ANACS holder, noted as acid treated and details graded. I would expect PCGS would slab an acid treated coin as genuine if they were certain it was the overdate, but the coin in the OP is not the overdate IMHO.
New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.
The trick with Nic-a-Date is to not leave the acid on too long. You want to bring out the date without leaving a too dark of a stain on the date area.

Well that's a given it won't grade, but they may have a policy on those. I don't recall ever seeing one in a genuine slab.
