How does PSA determine Rookie Card for HOF?

Does anyone know how PSA determines which Rookie Card will be THE Rookie Card for inclusion in a HOF or Future HOF set when there is more than one card issued for a player in one year?
Or how do they determine which is most popular?
For example which Andy Pettitte, Justin Verlander, or Joe Mauer card would be designated?

Then they usually take the highest value card in psa 8.
There are many PSA rules tat go with this...no die-cuts...autos..ect.
Often someone from the set will take an informal poll from the set participats and ask what card they would like.
PSA then takes those results reported to them and gives an official poll to the set collectors.
Or..they may just determine what the card will be.
Once a card is determined...hopefully it will be the same for all sets the card may belong to.
