Sure looks like the card moved during scanning but the holder is perfect in the pic. There is not way that card would pass any grader as a 10. Just seems odd.
I had an all-in-one scanner about 10 years ago that would do that sometimes. When it happened I would just move the card an inch or so in any direction and then it would scan fine.

That is exactly what it would do to me. It would pick the top or bottom of the card and distort it. The rest would be just fine. Never understood why just moved the card and dealt with it.
it could be that the scanner is distorting the space between the card and plastic and glass. The plastic might be acting as some kind of magnifier and so its being shown that way.
