How long has the PCGS Collectors Club Membership been around for the public?

I assume in the beginning PCGS only accepted submissions form dealers. Now its anyone who wants to pony up a CC fee. Anyone know when this changed? Perhaps that's why we find so many nice coins (and under graded coins) in old holders? You see far near worthless coins in early slabs as compared to newer slabs these days.

They had a coupon in their very first official coin grading publication for the Collectors Club. This was in 1997 or 98.
