Tracking and insurance is your best bet. Double box because the cost of the item is displayed on the slip if it's a expensive card. I've had a "empty box" show up to a Canadian buyer before.
I've used FEdex with success. I get a discount through work but still worth the cost if you want to move a high end card and buyer is keen. I have had Canadian buyers ask me on eBay so when I know I have a positive buyer I take the extra effort to move the card. Any shipping needs to be handled diligently these days. Good luck.
I have had, for the most part, good experiences shipping to Canada. I have shipped there many times and the PO relationship with Canada is very good here. If they can pay for it, flat rate priority is probably the best and safest way to go.
Assuming you want to ship the safest way, and it's an over $250 sale involving PayPal, then Priority Mail Express International is the service you'll need to use. It can be insured if you like and the Express level will obtain the signature of the recipient. Regular Priority level or first class service will also work perfectly fine most of the time when dealing with honest and trustworthy customs agents, delivery personnel, and buyers.

All you need to do is ship it there and eBay does the rest -- including the collection of additional shipping and import costs.
