If you paid $3 for shipping and received your card in a plain white envelope, even though it was in a top loader, would you leave a poor shipping rating on eBay?

Yes, for $3 I expect a bubble mailer. If shipping is a buck or 'free' shipping, I expect a PWE and rate accordingly.
