Topps Production Sequence

When looking for errors/variations, which is most likely packed with the early runs of cards: wax, cello, rack, vending, some combination, or all? I know by the time factory sets are put together that these are later run cards, but don't know of any hard or even anecdotal evidence on the others as far as which comes first.

I'd say wax for sure.

Wax hit the shelves first each year.

Wax was my initial thought too, but I happened to pull some early 1989 Topps variations from vending also so wasn't sure if they were packaged at the same time.
