Question about 1983 Topps BB rack

I purchased a 83 BB rack. The header is actual a card with very similar design as the normal rack pack. The UPC code is 4111600971. The plastic wrap is significantly different from the racks I have with much wilder seal on each side. I have never seen a 83 rack with a header card. Should I be concerned about this rack?

1983 was the last year Topps used an actual header card on some racks. They began using the soft plastic sleeve header in 1980 and by 1984 the cardboard header card had been phased out. I personally prefer the cardboard header cards from the early 80s and in 1983 they were also a bit tougher to find. In a strange twist, though, you don't see any cardboard header cards in 1981 Topps racks, though you can find them in 1982 and 1983.

Speaking of the header cards, what was the significance of them being "punched?"

A punched header card typically means the rack was hung on a rack or peg for sale in a shop at some point, usually the year of issue.
