Question about foreign bidders outside N. America

I would like to know how this happens. On the options section where you say where you will ship, I only/always put U. S. & Canada and check the appropriate boxes.
Never had an issue for the last 8 years. Today, I get a bidder from Germany who won a card. The card is super cheap, and I emailed him the exact cost for a 3 oz
package (PSA card $4) and told him it would be $8.88 to ship. If he wishes to complete the transaction, then fine, if not then to let me know and I'll cancel it.
So my question is, is it a glitch in the system that some countries sneak in and get a bid? This is the first for me.
