Please back up your statement and post the reliable data source you have that the Black Diamond label is rarer.
It is a bulk submission only label according to PCGS...lots of big time dealers jumped all over this label.

These are ANA Chicago 2013 Labels, not the Bulk Submission 1st Strike Labels.

Only 2000 coins were issued at the ANA, so at best 2000 labels. We know that at least 1200 coins went to NGC, and certainly many were graded with the regular PCGS ANA label. Also many were taken home by collectors. How many 70's vs 69's??? My best estimate is than less than 300-350 coins will be Black Diamond ANA Label PR70.

If you would like to challenge that, lay out your facts, since I just laid mine out. This WILL be the rarest label for the reverse proof 2013 Buffalo.
