Odd return shipping question.

So, if you submit a group of cards, and their declared value is between $1001 and 5000, you pay $28 for less than 8 items.
If you get a no-grade for a card being not authentic, and that lowers your declared value to, say, $800, does your shipping go down to $18? Or do they not care and they just ship based on your incoming declared value?

Return shipping is based upon your declared value and will not be lowered if cards grade lower than expected or are rejected.
