In '83, did Topps ever sell bulk packs that weren't miswraps?

Talking to an acquaintance recently who in the 1990's had purchased (and still has in his collection) a case of 1983 Topps Football that the previous owner had put in Fleer boxes so the previous owner obviously obtained the packs in bulk. When I inquired if they were miswraps this gentleman said definitely not. He went on to say he opened one pack and pulled a Mike Singletary rookie. My acquaintance has an excellent reputation buying and selling unopened material going back 25+ years. So my question is: Did Topps ever sell wax packs in bulk that weren't miswraps? Perhaps returns in torn or damaged boxes? Can anyone explain the 720 wax packs now stored in Fleer boxes? I mean if it was 36 packs or 72 or even 144 you could say he was buying a few packs at a time and storing them away. However, 20 boxes worth?

    Possibly close-out packs?
    Topps may have had tons of loose packs returned for credit without their boxes. Then they made their way back to hobby.

    That's what I wondered and stated in the post. I was hoping someone here could confirm it.

    Odd that Topps would reissue them using a competitors box though. I could understand them using a box from another year, sport, or even some arbitrary nonsport box but to use a Fleer box?

    I believe the previous owner bought them in bulk and he placed them in some empty Fleer boxes for storage. What I'm trying to verify is if Topps sold the packs in bulk. I know they sold miswraps that way because I had a few cases of them back in the 90's. I was trying to find out how this bulk of packs came about.
