1B4b (revised) IV 1 - D2a (Thorn Head Die Gouges, Die State 7) (189) I-5 R-7
Obverse IV 1 - Seventh die state with added two short die gouges from denticles into field above forth left star and one in denticles below second right star.Different location than other gouges. Polished die of 1B4a with single thin gouge in denticles next to fourth left star remaining.

Pedantry insists that I mention that an 11th die stage was recently found that comes before any of the die gouges, and that this 11th stage made it possible to die the obverse with another reverse die. This is a testament to the assiduous attention to detail of a few collectors.

Good question. The marks you see are from the die polishing when the mint worker tried to fix the previous gouges.
Most Thornheads in this die state are not found in good enough condition to see the polishing lines without a loupe.
