I did get a 9 once on a '65 OPC that had a light wax stain on the back. It was very faint and I used a sock to rub off as much as I could without impacting the paper. You could only see a faint sheen when holding it up to the light at an angle. I wouldn't count on the grader looking past it though.
The card has just a little along an edge and two light streaks width wise through the middle. I can only see it at an angle and not at all through a sleeve and CS I. Would I receive a 9st or an 8?

According to the PSA grading standards, a 'slight' wax stain is allowed for a 9.
A PSA Mint 9 is a superb condition card that exhibits only one of the following minor flaws: a very slight wax stain on reverse, a minor printing imperfection or slightly off-white borders. Centering must be approximately 60/40 to 65/35 or better on the front and 90/10 or better on the reverse.

If I'm buying a Mint 9 card, I'd hope there are no stains whatsoever.
