Should I give bad feedback?

In June I won an auction for a card but I never heard from the seller. On July 6 I opened a case and six days later it was closed. I was given a refund by eBay for the purchase price. I never did hear from the seller. I believe at the time I won the card the seller only had 6 feedbacks, one negative. I had decided to bid anyway.
My question is should I give negative feedback even though I was given a refund? Now it appears that someone else didn't receive their good and have left 4 negative feedbacks. I'm thinking I should leave the neg feedback.

That's what I thought at first.
Btw, the card that I purchased is the one in your avitar!
  • Of course you should leave a negative comment. How are other buyers in the ebay community going to be warned about a bad seller if no one ever leaves a negative comment? Yes you got your refund, but you had to go through the hassle of opening a case with Paypal. Telling potential buyers about a bad transaction is what the feedback system is for.

I'll say it again, this is the reason people like waverly still have stellar feedback. Even though many believe they sell altered cards, they just refund the buyers that complain and most of those buyers just leave positive feedback because they got their refund. I personally don't agree with that. When someone knowingly sells altered cards, they should be outed. Sadly, they usually are not. People complain all the time about sellers with no integrity but are afraid to leave appropriate feedback for those sellers.

I recently left a neutral for a seller who crammed 440 cards into a 400 ct box and he couldn't understand why he got a neutral and got upset with me. I would personally like to know if a seller is going to do something like that. Had I known, I would not have purchased from that seller.
